Question: what if you collect a successor chapter, custom Necron dynasty, etc which prevents you from including named characters in your army? For example, Ultramarines successor chapter that doesn’t have any published named characters in the rules, but can’t include Marneus Calgar because he is “Ultramarines” and not “Space Weasels” or whatever?
I ask because I collect Angels of Absolution, and the Dark Angels codex specifically says I can’t include Azrael, etc in my army.

For this tournament only, you would need to bring a special character - so essentially you would run your angels of absolution as a regular dark angels detachment. If you don't normally OWN a special character, you can say that your warlord is "discount Azrael" essentially - so use your regular model you've collected for your army but you count him as having Azrael's datasheet.
Definitely not requiring people to buy models for a single tourney, so some proxying is completely fine.

So no custom successor traits (bolter fusillades, hungry for battle, etc), just play as “counts-as” for the chapter the character is from?

For Space Marines, you always have the option of running one of the Inquisition special characters.
Alternatively, any of the Forgeworld special characters would allow you to compose a custom Successor chapter (Blood Ravens, Lamenters, Howling Griffins, etc)

or as Kevin said, run an inquisitor or a counts as forge world dude... great thing about marines is you always have a ton of options!

With the new codexes, you would loose access to any and all relics etc if you run an inquisitor as your Warlord. I really wanted to run Deathwatch with Kyria Draxus as my WL, but not being able to take things like the DOminus Aegis and not being able to use stratagems to give WL traits to my other charachters was hugely limiting.

Illuminor Szeras and Trazyn the Infinite for example Szeras, Tarzyn, Anrakyr, and Orikan are all dynastic agents (ie dont lock you into a dynasty) Which is kind of cool, and I wish more things had charachters like that

So I just wanted to let everyone know that Necrons can use named characters in those Dynastys

Yes it's an amazing thing they added into the codex and I hope they do that with more of them! I just had to mention it as it was mentioned along with the problem the SM codex was having

Though the latter option isn't viable for this tournament since we can't take supreme commanders. I admit I don't keep track of Forgeworld options but as far as I know, aside from the Silent King the Sautekh dynasty is the only group with 'native' named characters.
