Depends on how fast they roll out the 'Psychic Awakening' that's supposed to have updates for all the factions. I imagine they'll want to get all the Loyalists upgraded to Primaris etc before then.

I mean its released the day of the tournament... many tournies have a 30 codex cut off... day of? kinda asking alot... how would you even be able to show up to the tourney with a legal list?

I know that players of those chapters would relish the chance to use their new toys, but it seems like a mistake. It is certain to bog down play as players try to figure out the rules on the spot, and there is a strong possibility that there will be a substantial amount of errata which probably will not be available until a week or two after it drops.
And then there is the issue of getting blindsided by new rules that you could not have planned for, and the ensuing page-flipping back and forth while you try and figure out whether or not what just happened is even legal.

There are no point changes in the supplement only strats, relics and the bonus to the doctrines. So a legal list will be a legal list with or without the supplement. I know in the past you have allowed Tom and others to do day of lists. But I respect your decision if you want to not allow the supplement.

im good either way. literately my list does not chance because the only thing that you could take from the supplement that you have to put on your list is the model that releases that day.
but i can see both sides,
Like it really is only the rules for the one model, the upgrade to doctrines, strats, psychic powers, warlord traits and relics.
but i also can see maybe there is something weird there someone would like errataed or faqed.
now that said i assumed it would be fine as we have always ruled in the past that the day of was ok or you could play the old rules if you could not get them. but i know the community and things change so im fine either way.

Well since GW has said that this will be 2 weeks after release that makes it seem somewhat better than 30 days. I am not going to lie but I would like to run raven guard in their full glory (Codex). So my opinion is a little biased. For me I am buying the supplements on my iPad , which are released at 00:01 Sat. Which gives me adequate time to review the rules. As long as I am not adding any new characters to my list for the tournament. It should all be ready, before hand. (As Jason mentioned) the supplement is just for added warlord traits, stratagems, psychic powers, and quirks of being raven Guard. Typhus does make a good preference. Waiting for the FAQ seems fair. After looking through the two recent supplements (white scars, ultramarines). And the space marine codex there seems to be plenty of fixes within their 2 weeks. I have found I am unfamiliar at times with armies that I don’t play, ie chaos, daemons, nids ect. Rules that I have never seen before are played in the moment. I see no difference. Between that and a book being released that day. However. I am happy with any ruling on this. I just would like to know before rolling dice on Saturday morning. Biased aside. I think the 2weeks window is ideal for this tournament and all following. My opinion anyways. i changed my own opinion... how about that.

I can certainly see both sides. I didn't make it clear beforehand as I of course had no idea at the time that there were going to be 4 supplements released in September!
Discounting the fact that I have allowed this before (however from a TO standpoint that MIGHT have meant when I did it before I caught grief for this FYI!) seems to boil down to two positions:
Pro: People want to play with their new rules.
Con: No one will know what these new rules are (players and opponents), has a potential to slow down games, nothing has been through the FAQ process, No one has a chance to learn/practice with these rules.
so I did check last year's player pack, and this was not addressed in anyway (tried to see if I set a precedent). I then went and checked the club champs player pack and was disappointed to learn that THIS player pack also did not address this!
So I apologize, it's my fault for not being totally clear on this issue. I think that the 30 day rule is a little too much (although most tournies I've looked at go that route) but I would agree that waiting until the two week FAQ comes out seems pretty fair.
So I know that there's raven guard and iron hands players affected (and their rules are going to be crazy good so why wouldn't you want to use them? I get it) But I think the fairest way to rule this would be a codex can be used if it was released up to two weeks before an event, and that should be the standard moving forward.

I cant say I'm not disappointed but that decision makes the most sense.
I agree with the logic behind waiting for the errata and faqs to come out before codex or supplements are added to the tournament roster. And iron hands player respect logic above all else lol.
