Ok, so at some point, a fan made skirmish game for Age of Sigmar called Hinterlands was made. The creator stopped working on it at some point, as AoS Skirmsih came out. This was back in 2017.
Anyway, for some reason or another, it seems to have vanished from the internet. I have a pdf of the 2.2 rules for it though. I just figured I'd let people know in case they'd want to look it over. I know there is Warcry now, but it doesn't cover all factions or models.
So... Yeah. If you are interested in this hinterlands fan made Skirmish (Which I've heard good things about), I could put up a dropbox link to it or something. If I can't put it up due to forum rules, maybe I could pm it to you.
So, if you'd want to play a skirmish game that is focused on campaign paly with persistent injuries and model deaths, as well as upgrades and such, let me know, as I'd certainly like to try it.

What about armies with big beasts? Like Beastclaw raiders? Are they included at the skirmish level? I'm building a beastclaw raiders army - first starter box is almost built

I think that technically any model can be used. It doesn't give point values, instead giving you a way to figure it out on your own. If I remember right, it's something like if the squad has a point cost of, lets say 70, and a minimum unit size of 10, then each model would be about 7 points (Divide number of points by minimum unit size, and round up). Or, it's something like that at least. I'd have to check the pdf to be 100% sure.
So, in the case of Beastclaw Raiders, according to the Warscroll builder, a mournfang pack is about 140 points for 2 guys, so, 70 points a model. Seeing as you start a campaign with about 150 gold to hire units, it would be possible, but the minimum warband size is 3 models.
So, I guess it's possible, but would be a bit harder.
Anyway, I just looked at the PDF, and it turns out I was right about the points. Although, in case you are interested, O also have a pdf for a similar skirmish ruleset called A0S28: Warband.

Fan based systems are all fine and all, but there's a perfectly good base system, meeting engagement rules for smaller games, as well as skirmish rules with warcry (which include other factions other than chaos). There are campaign rules, narrative games etc. all contained within the general's handbook, which are updated every year.
This is why these fan made systems all fall by the wayside. The actual supported system is not only better balanced, but offers FAR more options and playtested far more than someone's home-brewed rules.
