I feel like you should either remove the dreads altogether, or add in more vehicles; because as it stands, I know where ALL of my heavy shooting would go turn 1.
That said; it's got mobility in droves, and with the in your face bikes, should be able to do some damage and take the pressure off of your troops.

while not fully the point but kind of. Really first turn the contemptors will be shooting at any things that might threaten the bikes with that one turn of sweet sweet devestator docs. or then will take all the shots and my bikes will be fine to assault as they have 14 inch movement.

so to talk about the big biker in the room lol.
should i just switch to white scars?? if i do this.
Pros
can advance or fall back and still charge
bike strats
bonus damage in melee during assault doc
access to a no overwatch psychic power (i dont have it on here but was thinking of adding a libby if i change)
attack bikes will always ignore the moving and shooting penelties for heavy weapons
cons
no fnp
no better overwatch
no reroll ones or ignore movement penelties for the devs or dreads, thunderfire cannon and attack bikes turn one
captain will cost more as he is almost got a thunder hammer now, (its str 7 ap 3 damage 3 now for only 5 points and a relic where it would turn into a thunder hammer, unless scars have a cool relic)
if i stick with dread they wont count as double wound for damage table
wont have student of history on my warlord. 6" consolidation with no restrictions on where is moves is awesome
and the big one, i already have an iron hands army so i dont have to paint half of this, just buy and convert all the bikes. and i dont feel right having my iron hands be iron scars or white hands i would have to start a new army. but no white paint sceme and i already own a few marine armies i dont want to start another.

if you want to run a mobile, aggressive assaulting list then white scars is better. If you want to sit back and shoot with heavy weapons and run a dread list iron hands is better. Plus your list is kinda divided... half want to do one thing (sit back and shoot) while half wants to get mobile and cause some havoc up close.
plus just paint everything your iron hands scheme and say the scars are a different paint scheme!

Or hear me out now. Keep them iron hands and put mouse heads on the bikes and they are biker mice from mars lol

Tactics wise I am going more for a balanced list. So some fast things. Some slow. Some hard hitting close combat backed up by some shooting in the back field.
Maybe some supressors instead of devestators. They move fast and have some heavy weapons.

ok, here is what the list might look like as white scars.
Brigade:
Chapter master on bike, thunder hammer storm sheild, warlord, the imperium's sword, extra warlord trait of master rider (reroll charges and if i advance -1 to be hit) relic wrath of heavens (16 inch movement and can move and charge over models)
chaplain on bike, plume of the Plainsrunner (+1 to advance and charge rolls for units within 6")
Libby on bike, chief librarian.
5 x 5 man tac squads
a unit of 5 scouts
3 x 5 man company vets on bikes, 5 power fists, 4 storm shields and one bolter
unit of three attack bikes with multi meltas
2 x 3 suppressors
3 x thunderfire cannons.
1999 points.

I like it. If you set up hard to 1 side you can thunderfire slow them down and use your speed to fight parts of the army at a time

I tested this last Saturday on table top simulator vs Connors space wolves.
I made some mistakes but it has potential.
Must have made some mistakes when I put it I to battlescribe as it was 20sh points over so I had to down grade the chapter master on bike to a powefist.
The new list is now all the troops are scouts to give me points for the thunder hammer. I want to test it again this Saturday if someone is on table top simulator. Lol
