Even if they are available for matched play, if they ruin balance that much can they not just be declared to be not allowed for local tournaments? At least, it's what I would do.
What made them so unbalanced before? What exactly were they, and how did they differ from bog standard detachments?

What made them so unbalanced before? What exactly were they, and how did they differ from bog standard detachments? Well for Astra Militarum it was an added Keyword that affected the whole detachment. Gave new special rules for that detachment with the Keyword, eg; EMPEROR’S WRATH ARTILLERY COMPANY, gave special Strategems and Relics to that detachment. They comboed really well with certain regiments so it gets hard to balance since you have to think about Regiments traits, Relics, New Strategems per detachment. Basicly became an Auto-Include. It could have been balanced but it was way too powerfull.

All the Ork players with 3 shokkattack gun big meks collecting dust on their shelves....COME ON GW! In all seriousness though I think this might be one of those things where we wait and see what kinda stuff comes out for everyone before we let it take a main stage. It does not bod well that the admech one is literally a buff to robot gun lines, and encourages camping deployment zones.

Dark Eldar did not get an Army of Renown, they got a Codex Supplement for Cult of Strife. Death Guard only got an Army of Renown. Both Imperium armies got both an Army of Renown and a Codex Supplement.
