I would bet anything they keep it because it cripples the game's competitive potential and reduces it to a beer & pretzels dice-fest. See also: tripping in Smash.
No matter how badly they screw up the army balance, there's this BS coin-flip safety net that means sometimes a bad army badly played can beat a good army well played on the back of only one or two rolls. It's top level mega-RNG that depresses the influence of both skill and army rules, and I'm sure they know exactly what they're doing by keeping it in play.
That said although I think it's a garbage mechanic it doesn't really bother me. It was in AoS when I started and if I thought it was a dealbreaker I would never have bought that first miniature.

I don't have any sources, but I recall reading a few years back that GW specifically wanted AoS to be more of a "beer and pretzels" game, so you're likely onto something. That is, assuming my memory isn't betraying me, and that what I read wasn't a lie.
