The counting as remaining stationary is going to be strong. Even if you don't shoot at the closest or they are far away just the extra movement of advancing with rapid fire, assault or heavy weapons with no penalties. Free movement in an editon where movement is key

Definitely. I have a strong feeling the shooting buff will be a nice bonus if it happens to line up with target priority, but mostly everyone is just going mont'ka for run and shoot.
Playing the "castle up for three turns, then try to break out and claw your way back from that points deficit" game is the great trap for tau in 9th. I have a feeling the only thing new kau'yon is doing is adding fresh bait.
Will see how the secondaries and the rest of the codex shakes out though.

Well, really it's only 2 turns. 1-2 you're chilling and 3-5 you're busting out the pain. It's honestly on-par with many combat armies like Blood Angels who wanna chill until Assault Doctrine turns on before they go all in. I really like the rule, I definitely agree it's hard to tell where things are going in this vacuum since Tau are likely to have a complete ground-up overhaul.
