So the fulgrim release feels like a mess. There is no way now to not make a chunk of people in different communities frustrated and make GW seem like they scammed someone.
I think people can agree with a DG, T.Sons and WE there is no way we are not getting an EC codex. So what does that leave us with option wise?
1. They are admitting EC is 24 months away at least (which might make sense if they do dark mechanics or renegades and hertics) so this fulgrim is a stop gap for hard core players who want to spend $500 on a FW model that can center piece and be played in 30k and just wait on 40k rules.
2. They have EC in the pipe line already and have 40k stuff starting to be printed and in 6-12 months the EC stuff shows and there is a plastic fulgrim... this leads to people feeling like they got cheated with FOMO and are stuck on resin that is way more expensive. Pretty feels bad.
3. EC is in pipe line already and they are going to release it all in plastic EXCEPT fulgrim who will be a resin FW model and will really piss people off cause all the other primarachs are plastic. This makes fulgrim feel like a huge money grab and shit planning from GW. Make people feel really bad.
4. They are honestly crazy assume no one wants EC and we will just put out a cool fulgrim for people to be happy with. People are starting to riot.
5. They flat out lied and have 40k rules ready for him end of Sept and they needlessly made people mad with the " sorry not for 40k wink wink". Just a stupid idea.
This feel like a tail end of a project that got caught in the pandemic, they have this beautiful model and made a really weird choice and also are setting recaster/ high end scanner to just print him rather then waiting a little.
By far the biggest let down. Now the model is crazy good looking so they did that right.

I think your first scenario is where I'm putting my money. EC will be tail end of 10th or early 11th. Bunch of new plastics, including a plastic fulgrim.
Separately from that, the forgeworld guys had a plan to do some primarch ascended models to coincide with the end of the book series.
I think this is probably as far as the planning went. This fulgrim is for 30k, he looks awesome. The next version will be designed for 40k, probably have a couple of build options and also look awesome.
From GW's perspective they will just be providing us with cool models and being honest about what they are intended for. It would be worse to give this guy 40k rules and "force" people to buy him instead of the plastic one that will eventually happen with the EC codex.

I am definitely NOT a chaos/daemon player. And yet, when I think about working on a "just to do it" model, why is it that the best choices of a really awesome piece come from those armies?

What makes a man turn traitor Kif? Lust for gold? Power? Or were you just born with a heart full of Chaos? It's okay Chris, come on over to chaos; we have cookies, but they'll likely kill you, or the air, or one of the gods batting their eyes too hard at you, or you'll become a cookie; who knows? In all seriousness though, I've been considering Angron for a while now, and now that Daemon Fulgrim is out it makes me hopeful for a plastic release sometime in the future to have the full pantheon of the "big 4".

I think it's clear 40k EC are in the pipeline. I don't see the point of 40k rules support for Fulgrim without EC models or rules.
I'd guess that someone on the GW art team modeled Fulgrim for the eventual 40k plastic release, and some of that work is being translated into a resin release.

Until GW is wiling to release a Chaos Primarch Perturabo, I'm staying away from the Warp. April 1st 2025: GW skips Emperors Children to release Chaos Primarch (of Vashtorr) Perturabo and Codex: Iron Warriors. I laugh until I collapse out of breath.
