Just a note.... I would like to have the comp system finalized and officially set by Jan 1st...
Any contributions everyone can make is greatly appreciated.... remember - if you don't speak up, you can't complain if a system is implemented you don't agree with!
once Jan 1st hits and it's official, it will be what we are using... (not fair to change the system up afterwards ... I realize people want to practice up with their respective lists!)

Well to be honest I have a shitty list I score 16 and and Eldar netlist score 13 so I dont really care but I dont see a lot of difference for like 3 pts difference people will still bring very very stong list and not beeing penalize and there is nothing that stops me bringing 2 lash prince and still beeing at 16. I think first option is better because you also got penalty for FOC not only elite and heavy... There is some army where HQ Fast attack or troops is way better then elite and heavy support...

I like the second better so far. However, I have made a Vulkan Salamander list that is 15 comp with 14 kill points (didn't max elite or heavy, avoided duplicates, and only have 2 heavy armor vehicles - landraider and predator (dropped vindicator for devastator squad)).
Another Salamander list that I wanted to run WITHOUT Vulkan using a librarian as HQ comes in at a comp of 13 and 15 kill points because I need to fill the elite and heavy slots and has duplication (using sternguard instead of termies and a landraider)).
So the Vulkan list is better for comp and kill points - and I think stronger. If I take out Vulkan and the termies/landraider I need to spend the points on something useful so lose comp from filling the elite and heavy slots. Both lists have maxed out fast attack with no duplicates (I ditched the 3 separate attack bikes and have made a variety of bike units for the 3 slots to try to get the same support without the penalty). Not sure if there is anything that can be done. Whatever system you make some lists will be more penalized than others. And each player will still try to make fun/strong lists working within the comp system and using what they have (not everyone will be able or want to buy a bunch of models to play a different type of list - more likely to adjust their lists a little bit for the comp system).
Ref the negatives of comp version #2 - I think they are fine
For the positives perhaps a +1 for not maxing out fast attack. As Danny pointed out some armies have strong fast attack so will fill the slots.
Some strong lists will still have a good comp. Some armies have strong troops and are not penalized as Danny mentioned but its hard to address every difference. I know if I play vanilla space marines I wont be maxing out troop choices because they are not that great (and I would need to buy more models and probably a another rhino).

Dany - I don't see how you're building a double lash list with 16 comp... I just built one, it scores 10...
standard double lash prince, four 5 man plague marines with meltas in rhinos, termies with combis and three units of oblits....

no I mean my list and instead of having my chaos lord I would have an other lash prince anyways I wont do that... and like I said I dont really care option 1 or option 2 I just hope people will bring a lots of different list cuz 6 games against same list can be pretty long
