The price I can understand, but I don't get why the AP would factor into it. At AP5 you're taking saves from Guardsmen and Guardians, and that's about it.....and those units will be in cover anyway....

I still think, between those, Orks, Nids, and Dark Eldar, and the fact that units often are found out of position, either by tactical error or simple misfortune, the AP5 is worth it. After all, a 5+ saves a third of a unit's casualties against 6/6.
Besides that, I strongly believe in the concept of deterrent: who knows, it might make someone think twice about leaving that cover if they know their armour will be ignored.
