If the Chimera is for the Inquisitor, and used to carry him along with any possible retinue, it would be purchased for that "slightly" inflated price in the DH codex.
If you want him to use, say, the Chimera of an IG commander by joining his command squad (though this would be an Elite Inq so he wouldn't have the mandatory retinue) then the Chimera would be purchased from the IG codex. As far as I can remember, the IG codex doesn't offer standalone Chimeras but only transport upgrades for the units.

If you want the inquisitor to start the game in a Chimera, then you will have to purchase one from the daemonhunter codex, which costs 30 points more and only the Inquisitor can get in that transport (go go old school dedicated transport rules!). Alternatively, if you have any units going in Valkeries/Vendettas or footslogging, you could purchase a chimera for them then have the Inquisitor jump inside first turn.

I wouldn't get to set on taking an Inquisitor in your IG army since rumours have it you won't be able to combine Daemonhunter with IG once the new book comes out...unless that rumour has changed

As Shannon said, according to the usually reliable rumour sources, DH's will be the first 40K book of 2011

Are they still planning to include all three Ordo's in one book?

By Ordo's do you mean demonhunters, witchhunters and grey knights? Or is it sister's of battle?

Haven't checked in a while, but to my knowledge it was strickly Daemonhunters and it was to be a pretty much a solid Grey Knight list.

By Ordo's do you mean demonhunters, witchhunters and grey knights? Or is it sister's of battle? Ordo Xenos = humans vs aleins (deathwatch) Ordo Hereticus = humans vs (duh duh DUH) heretics (witch hunters) Ordo Malleus = humans vs chaos (daemon hunters)

Last I heard, it was just Ordo Malleus, so inquisitors and inquisitorial storm troopers for killing daemons, and grey knights. Nothing to do with Sisters of Battle or Inquisitors who work for Ordo Hereticus.
Once the new Daemonhunters book come out, you can just switch over to the Witch Hunters codex. Although you don't have access to the anti deep striking abilities and it will cost a couple more points, you gain access to Divine Pronouncement, which has some serious potential for abuse when combined with Psycher Battle Sqaud. Pass two psychic tests and any unit that isn't fearless is running, without you having to shoot a single shot at it. Admittedly the increased expense of the unit makes it argueable as to whether or not it is worthwhile, although I'm sure it will be at 2k+.
