Regarding the 'three color minimum' is that the main visible colors on the model? Because for example my scarabs have a gold body, green eyes and the nuln oil wash. Would that count?

The answer to this one is fairly simple. Does the model look complete? If the answer is yes, you won't come across any issues with regards to playability. Some things only need 2 full colours.
That said, if you look at how painting is scored, the points are almost entirely as a, "throughout the army are these things true" such as the points for advanced skills, basing, conversions etc. Having one model that hits those points won't be enough to score them.
I should have time next week to have a thorough go through of the pack for any issues, though I'm sure they'll be brought up here before I can get to them, if any.

Would that count? yep, gold body, green eyes and black wash are three colours... no worries! (it's pretty easy to hit three colour minimum, even on scarabs!) as Justin said, it's more if you look at the army does it look fully painted... or did someone spray their marines with black primer, paint the bolter leadbelcher and go "they're done"

-Reading through mission data-
Most Necron vehicles have the fly keyword but no minimum movement. How would they work under the Sandstorm rules, use the ground vehicle option?
Would this include infantry that have been killed and then got back up or would we only be counting the ones that are currently 'dead'?
Is this specifically the Necron lord unit or would Overlords also count.

Sandstorm: "Units with the FLY keyword suffer a 3" reduction to their movement however do not have to make a sand storm test." so the necron vehicle wouldn't have to worry about getting stuck in the sand like a ground vehicle, NOR would it have to take the test that units with the FLYER role have to take (with the exception of course to the necron croissants which are FLYERS). It's that weird difference between FLY keyword and being an actual FLYER. I don't really like that the designations are that close and easy to misinterpret, but had to use the GW wording. Daemon world: If it dies and gets back up, it still raises the death toll. The daemons are quite happy when everything dies and then dies again and again. They're twisted like that Unlocking: Necron lords or Overlords. Both count.

They're twisted like that -Head-desks- I'm going to have to bring a tally sheet for my three infantry groups aren't I? Hey if we manage to shove the kill counter over 100 while I still (somehow) manage to keep said units alive, do we get a prize? And it's perfectly feasible, all you'd need to do is just fail to kill the warrior squad six times.
