Do players need to have their list submitted beforehand? Also, can players choose one of the secondary objectives from the Space Marines/Necron Codex or do all of them need to come from the Grand Tournament Mission Pack?

Can pick secondary objectives from the mission pack OR from the codexes that have them... No idea if we're going to see another dex before the tournament but maybe?
No need to presubmit lists

question but im pretty sure you cant do it.
Now i cant take a techmarine one round and then upgrade to a primaus techmarine a next, since they are different data sheets right?

No... Primaris is a different model, not an upgrade

That would be a really cool idea though! Maybe for a Crusade house rule as a custom Requisition? A character chooses to cross the Rubicon Primaris midway through a campaign, but could potentially not survive the process. I might use this later on haha

Question:
Given that the Psychomancer model has yet to actually be released, would it be acceptable to use some other cryptek in its place?
I was intending to use the Plasmancer as a psychomancer (no other plasmancer appears in the army).
Thank you

yes absolutely... proxies are allowed, just make sure your opponent knows that it's a psychomancer and it'll be totally fine!
(especially since the model isn't even out yet!)

So I see the FW codex pages are out there but I am not sure thier official release date, I do know from my reading that one of my models is going way up in points. Should i use the points that are currently on battle scribe or see if the new points are out by then?

FW release date for the book is only on the date of the tourney, so no rules/points can be used for that book at this tournament. You'd have to use the existing rules/points.
