I wouldn't worry. Admech smells like they are about to get a stealth-nerf-bat-to-the-face in the forms of a points hike and massive army-mechanic rework, and Sisters will almost certainly have Miracle Dice changed when they receive their codex.
Harlies are already on the decline, the Wraith-Battery plugin is keeping them afloat for now, but their initial dominance appears to be fading in the wake of all the massive durability-based army updates from Deathwing, Death Guard, and Necrons and more.
Being ranked T2 in my opinion means you will be T1 once the Tier 1 Overpowered books have received their "upgrades".

Honestly, Death Guard as a potent Tier 2 (with solid matchups, but struggling due to a lack of movement shenanigans) would be fine by me - it's the inevitable powercreep I fear.

...and just to point out they say "high tier 2"... which is essentially going back and forth between tier 1 and 2 as they've said in their tier rankings articles previously. Death Guard are one of the strongest armies in 9th. They put a hurting on the harlie and marine domination for certain. Remains to be seen if Drukari are their Achilles heel... which seems to be a pattern with the codexes so far - everything has a weakness and at the same time can build a strong TAC list or a skew list that will dominate for a while, but then finds a counter in a book released soon afterwards. It's almost like they've actually written these books a while ago and tested them all together (given tabletop tactics have said this repeatedly and that they've been part of the playtesting team for the new codexes)

He can't help but cringe a little... Poor Tau.

I can't imagine any new codex coming out is going to invalidate Death Guard's ability to blob onto objectives and not die. I do agree with Shannon that it makes sense for every codex to have one or two book that are their achilles heels. Able to hurt them in ways that other armies can't. That's the literal definition of balance, and feels to be what GW is striving for in 9th.
