Not that I use any of those options but so long autocannon dreads even being considered for any of my tournament lists.

writing has been on the wall for a very long time about this... however at least there's still going to be points and datasheets available so that those who want to play them can still do so.
Also no more indexes are being printed, so at least there's going to be a spot for these rules that people can access.

Will 'legend' models still be allowed in play at our tournaments? My brother is looking to get into the hobby and I wanna help him avoid any illegal models, while I try to talk him into coming out and play some day haha.
example: Big Mek with Kustom Force Field, Warboss on Bike (he's starting Orks)

For the time being, I don't see any reasons to ban any models with legal rules... GW are going to make legal rules for them, so go ahead and use them. These rules and points won't be updated... so you're in the "old rules with zero updates" problem, which I personally would avoid just based on that, if I were building a new army. They've essentially said they'll never update the rules. If you're cool with that, play them! If you're of a more competitive mindset, this could be fairly limiting. Plus if you plan on attending out of town tournies or something, you'd have to check with their TO's... can't see the ITC ones allowing legend models since they tend to go hand in hand with GW's tourney recommendations.
