Not to mention, they made the same mistake they made with the Index and forget to include the Sorcerer on Palanquin. I sense many FAQs in the future.

I mean, from my understanding they said once it's IN legends, they'll never edit it again. I'm sure there will be lots of cases where certain things that existed at one point in time are so broken by the way new rules work or have changed that it'll take some time before they are ready to add it to legends. Especially so with Chaos factions in particular because some entries just had SO MANY options for SO LONG.

I mean, Legends explicitly states So the points costs in Legends are probably designed for simply building lists for casual play, as opposed to immediate balance changes. As for right now, the rules in CA are approved for matched play. Where as Legends is explicitly not. Does that mean Legends units might have a tax on taking them? Could be? Could it just be a publishing oversight in a really large release? Sure. Are there other forces at work here? Probably. Honestly, looking at what was released into Legends, the options for armies I play are mostly things I didn't use anyways. Do I own a few of these models? Sure do skip. But they were shelf-dust-gatherers anyways. (Note: I did manage to use a Bone Singer in my Clubs list last year, but that was only because I was running a tank/wraith heavy turtling list designed to be as hard to kill as possible so I could toe-to-toe with the likes of Custodes and Knights, and honestly the Bonesinger was on the verge of being cut from the list due to poor-performance anyways)

just a local tourney fyi
legend models are fine to use, however in the case where a model has both legend and chapter approved rules/points you must use the most recently updated rules/points
