Looking at what I can in the leaks this feels a bit like the start of 8th where points were way over corrected and the nerf bat was swung very liberally. The good news is that with the app and such FW could see some adjustments in 6 months. Hoping to see more content before my final judgement but I think many armies will be going without FW for now.

I think GW wanted to have FW possible in armies but didn't want them as common in every game so they toned them down, so if you wanted to use them cause they look sweet you can for a cost.
But I'm fine with this as its easier for them to hopefully adjust the points in the future. I'm mostly happy to see the greater daemons points lowered and rules adjusted. Anngrath is no longer just a crappy bloodthirster and now I can finally finish building him.
Having all FW units taken away from both deathguard and Tsons really hurts but maybe this was an over sight but who knows how GW really thinks anyways. Nothing makes sense with their logic.

From a T.O. perspective (not from a player perspective) I understand completely why they did this. FW was just strictly better than the book options (for any model someone ACTUALLY played - the "fun not good" units never hit a table ever) and it was screwing up the game balance. Now you can have your cool models, but they aren't game breaking and a no-brainer choice over the regular options. I spent several years as a T.O. kicking myself for saying FW was fine for local play because of how absolutely unbalanced it was. Yeah it's not any better than regular options now. I get as a PLAYER who owns some forgeworld units how that sucks, but from a balance perspective it's much better.
I mean big bird was 1500 points? stupidly overcosted. A Hierophant was 2,000 (and not good). So yeah stuff went down in power, but in many cases the points also dropped significantly. (big bird to 700 for example) so it's actually by and large usable now.
The death guard / tsons thing I do NOT understand. But to be honest, I don't really get why they get their own codex to begin with, as in my humble opinion they should just be supplements to the main CSM book just like marine chapters are. Makes it easier to balance, and then when a change happens to the main CSM book, the supplements fall into line too, just like marines. Seems counter-intuitive to finally do this with marines and not even attempt it with spikey marines. oh well... maybe in 10th edition.
