I would definitely be in favour of bs3 on suits at least. Infantry could keep the 4+, and I'd be fine with it. Always felt silly that a veteran warrior piloting a sophisticated war machine didn't become any better at hitting their target. Until they become a commander, of course.
Gameplay wise, I'm sure GW set the stats assuming they would usually be benefiting from a full compliment of markerlights, effectively setting the army at bs3. Except that requires paying that markerlight tax, and hoping your opponent lets them live long enough to get some work done before your elites are back to shooting like guardsmen.
I'd actually like to see markerlights become more of a situational bonus, rather than an unreliable, easily removed buff that the entire army is pointed and stated around having access to. It's difficult because it is such a core mechanic of the army, and it wouldn't feel right to make them useless. But they're already kind of crap and holding back the army just by existing.
Maybe remove that +1 to hit and bake it into the units. Keep things like reroll 1's, targeting seeker missiles, run and shoot, and ignore cover. Maybe add ignoring the -1 to hit for shooting through terrain? Or something else entirely. Useful abilities, but the only one that's always desirable, is also the easiest to acquire (reroll 1's). Go ahead and assume the army always has access to that, not the ability that requires 5.
