I got IOB and I was wondering if there was anything I could add oto make Ana lazing army list.

Well for starters you'll need more rats....lots more rats.... the basic skaven (slave or clanrat) is pretty terrible... the special / rare selections are really where the army shines.... also be prepared to lose ALOT of models... like hundreds... the important thing is that when it's all over, you still have a hundred left... and your enemy has a dozen

and how much the whole IoB is.

do you mean point? or cost. i think the IoB gives you 750 points for both armies. and a box of clanrats (20rats) is $42 point value your going to have to buy the codex.

As pmlizardmen said, posting point costs are in violation of GW's copyright... and they've shut down forums before for violation of it... so as part of our site, we do not allow such things to be posted... as I have an inherent fear of lawyers...
Unfortunately in the IOB box you get less points of skaven than high elves, just because the skaven are a low point cost per miniature army (even though there are more rats in the kit!)
Best idea is to take a look at some of the army list posts, which include some skaven lists, to give you an idea of how many rats you'll need to reach certain levels of points (normally around here we've been playing 2400 or 1400 these days)
to make an effective skaven list, try to keep your blocks of units at least 25 models each... more for the less effective in combat units (clanrats, slaves etc.)
I usually field my unit of slaves 50 strong.... clanrats 30.... stormvermin 20 (mainly because I only own 20 stormvermin and usually just take them to bring the stormbanner / weapon teams)
This takes advantage of the Strength in Numbers rule, which turns your scardy little rats into something that will hang around with the best of them.... well until they start dying in droves at least....
