Grind Them Down in particular I've found is very hit and miss. You need to be built for it, and even when you built for it you can't always take it, you need to be selective, which means it has to be treated like an opportunity based secondary like Bring It Down, Assassination, or Titan Killer. If an opponent is vulnerable to it with too many disposal units or cheap units that can get erased or traded off, it's the perfect over-the-board decision to make them pay for it.
And now for something completely different.

The last paragraph feels like it was written with some read-between-the-lines hinting in mind.
If I was some kind of future-predicting monster I'd say I think we aren't going to have faction-specific-secondaries in the next mission pack. I think we're going to get "Grand Alliance" sectioned secondaries. Something like Imperium Secondaries, Astartes Secondaries, Chaos Secondaries, Xenos Seceondaries, that standardize what all factions in a given alliance can do.
Why? It's the most-insane mind-blowing field-leveling lateral-thinking approach I can come up with, and reduces the "I didn't know your army could do that" knowledge gap at the same time, and provides an opportunity to sell new secondary objective cards in a white dwarf or with the new GT pack book.
Sometimes I'm crazy, other times I'm just slightly less crazy.

Chapter approved in this summer will have faction secondaries for every faction, all updated across the board.

Yeah, my crazy theory is based on the fact GW likes to be cheeky and say "yeah we're gunna do this thing" but then do it in a completely different way than people imagined.
One of the things codex reviews in 9th have been focused on is "did you get an OP faction secondary?", and I think a method like this where the mission pack sets what secondaries are is the right way to keep the game both fresh and balanced.
