EDIT: Having looked at this guy it's a bit on the point heavy side at 320, but... It can also mount a staggering 22 volkite shots for zero additional points. It's not core, so it doesn't gain a bunch of the buffs and re-rolls that make Volkite dreads so effective, but it appears to be a rather sturdy, and well-equipped battle tank.

It definitely has the ability to pour out some serious volume of fire.
Personally I think the Battle Cannon or Melta + Quad Lascannon loadout has a bit more merit to pump out a ton of D6 damage shots, but there's nothing wrong with a ton of volkite either.
I could see myself picking up one of these as a centerpiece for my Wolves instead of a Land Raider or one of the flyers, especially since I've already got a bit of Mk4 and Deimos pattern vehicles already, and it's on brand for space wolves to be running around with relics from another era.

If they come out with a Chaos datasheet when the codex drops, I'm tempted to pick one up just for rule of cool lol. but I'd probably pick up the 30k rhino first. as I'd use that much more often. like every game lol

I do find it a bit "ha-ha" funny that the Melta Blast-Gun doesn't actually have...blast. That's one of the reasons Melta Blast Gun + 4x Lascannons + Multi-Melta as the loadout is drawing my attention. You can't turn off the guns by touching it. It'll just shoot you right in the facehole anyways.

I don't think it's outlandishly good. I think it sits roughly where the current Sicarans are in 40k. Ok, but dreads do its job better.

It's fine I guess... but I agree with Lukas, not outlandishly good. pretty comparable to the other big marine tanks with lots of guns that people don't bring because dreads do their job better for cheaper.
Just don't go second vs. Tau, nids, Eldar, Necrons or any mirror match... 18 wounds means no obscuring and no invul means anti-tank is going to erase this thing pretty quickly. Plus costs you an extra CP to bring it on the verge of everyone getting less CP in a couple months.
But I mean, big cool tank. If you want a big cool tank then this does fit the bill.

Yeah, it's definitely not gunna be fawned over by the competitive crowd. It's a big tank that takes up board real estate, and it's got T8 and 2+ with AOC as compensation for it's drawbacks in W18 and physical size.
It's not certainly not going to upset any apple carts, but if you were looking for a heavy vehicle / Land Raider Equivalent and didn't care about transport capacity, it's definitely an option.
