I'd be interested but I think your best looking at later in the year to allow people to build up their armies and options first

Yup. Depends on when and what point levels. It would probably be a good idea to have the first one at a lower point level like 1500.

Concur with the idea of it being a bit in the future to give people time, and probably at a lower points level. A 1500 point Heresy force is already pretty big compared to 40k.
Maybe after the suggested escalation league has had time to progress to that point?

Another great option would be an event day weather than tournament. Cool tables and solid matchups. Themed and story driven.

Maybe after the suggested escalation league has had time to progress to that point? I think it's the other way around. Most folks agree that heresy really starts feeling full-sized at 2500-3000pts. Stuff is generally more expensive points wise so we would be playing with less stuff at 1500pts compared to 40k. Sure a 10 man tactical squad is 100pts, but add some chainswords and some Sgt equipment and you can easily get to 200. That being said, I still agree that a lower point level "intro" event would be a great idea. We could think about using "Centurion" style army construction to keep things simpler as well. In the future, we should definitely try and do a narrative event. Maybe something that started with a Zone mortalis game, had a 2.5k game in the middle and ended with a 4k smashfest with LoW and primarch madness.

Yeah I've seen most clubs playing 2.5-3k as the equivalent of the standard 2k game for WH40k but I don't think that has anything to do with volume of models, and everything to do with the super-units that take center stage in HH being difficult or impossible to wedge into smaller points games. Like, some stuff is more expensive, some stuff is radically cheaper, and a lot of stuff is comparably priced. Weapons upgrades are very pricey but the bodies are like half the price of their 40k equivalent. Rhinos are 35 points! If your list has a primarch or a lord of war or a gunship it's gonna feel dinky, but if you bring lots of podded or mechanized power armour you'll be drowning in models. Also I don't have my book yet but did they jack up the price on tac marine gear? A tri-wielding 10 man tac squad with a comically over-equipped sergeant with a dedicated rhino should still be under 200 if the points are similar to what they were. You're not gettin that much plastic in marines in 40k under 200! Edit: I looked it up and they did! The base price for tactical squads is only 100 but it costs 5 points a model for chainswords now. Damn, pricey! Guess too many people were taking them Edit 2: I have my liber astartes! Omfg this thing is a hog. Gonna make some lists tonight and see if my thoughts on this change

World eaters can replace a chainsword for a chainaxe for free, and I’m not planning on a ton of shooting so I can pack a surprising amount of despoilers with chain axes into a list for not a lot of points

Despoilers are nice and cheap, come with a chainsword, and the chainaxe is a straight upgrade. Really incentivise you to bring a bunch of despoilers over tactical, which fits the Legion perfectly.
