With lines of sight and your own units blocking lines of fire etc, I can see the Harlequins being very nasty in this game mode. First they have tons of movement so they can easily zip out from cover a good distance away to shoot you and with them ignoring models when moving, you can't keep them from going wherever they want.

Models and terrain my good sir, just think to yourself."oh man this is great those harlies are 10 inches away and I got two walls infront of me there's no possi......" Then bam, they use instant transmission to Kamehameha your pesky little robots off the table

Then bam, they use instant transmission to Kamehameha your pesky little robots off the table I know that Harlies normally ignore models and terrain via their crazy dance moves (probably disco ). But at the same time the article made a big deal about how your models have to go around the walls, through the doors and so on.
And unless the rules have some limitation on how you can bypass walls etc, the factions with 'ignore terrain and models' rules are going to overwhelmingly dominate this game mode. My Wraiths have the same trick as your clowns so they could simply phase from room to closed room before setting up for a nice 1' charge on the enemy's backline. And you can't do anything beucase they keep a couple of walls between them and their targets until it's time to strike.

This could mean certain units, like wraiths, might not be allowable units because their rules break the intended game.
Also with Harlies, their rule fluff is that they can basically skip through the air and jump crazy high to avoid terrain and units, but in a hallway that ability is a lot less effective and it's likely to ruled in that they can't use it to pass through walls.
Still sounds like it will be a fun system to play

I'd be pretty ok if those units couldn't kool-aid man through walls but could pass through/over obstructing units

I wouldn't bet on any models that ignore terrain ignoring walls or even being able to deepstrike. When the Into The Dark box came out the Navy Breachers (which came in the box) immediately lost the ability to breach walls. Other models that could deepstrike are able to take a free move before the game starts instead.

Ok so these army mustering rules are extremely restrictive compared to Zone Mortalis
I'm a little sad

No one can take a monster or dreadnought
But space marines can take a primarch...

I mean primarchs infamously did fit inside starships (and go through normal sized doors on the regular.)
Guilliman even rode as a passenger in a landspeeder one time!
I could see something the size of a classic box dread or carnifex fitting though, those were both known to make appearances during starship actions since the old days.

Box dread/ironclad, even contemptor, and things like carnifexes have been gtg in zone mortalis and other boarding action type games forever But then I look at my eldar and the restrictions imposed and I have no idea how I would deal with guilman aside from having more units to play to objectives

Guilliman has the Monster keyword. *EDIT* just saw that under the Agents of the Imperium section there is a rule that calls out taking primarchs. Maybe that supersedes it?
