I think the only reasonable way to resolve ties is a Lore Quiz. Or a fight to the death with LARP weapons That is the spirit! In all seriousness, I think “kill points” is a simple method, although some of the missions already have those for the win condition so it’s kind of doubling down. Still, easy to administer!

I would also like to see more narrative content at future events - I'd love to see missions attached to tables/locations rather than everyone playing the same generic mission. stares angrily over a binder of old club champs narrative missions for every table that people complained about I would love to play at a tournament with revamped Club Champs missions - 9th edition missions, with their multiple Primaries and extra mission rules, lend themselves to the idea nicely. I really liked that Khorne-themed tournament from a few years ago.

I think we should leave the secondaries out. Otherwise we are moving HH in the direction of 40K, which is not why I took up HH. As to deciding ties, I agree that total kill points for the tourney makes sense. If that fails, either a coin toss or a cage fight. (Hey, I'm evolving. I left out pistols at dawn or cutthroat razors in the parking garage.)
Per the table specific mission format, I always enjoyed it. If you can laugh, it works great. If you are one of those deathly serious competitors, best to sit that one out. Were the missions always to my personal liking or optimal for my army du jour? No. As an adult I understand such things happen. Were they overall fun tournaments? From my point of view, absolutely. And both the adult and kid in me get it. So I fully support that format.

SNAFU podcast runs one for BA, half the tables have their own missions set with the terrain, like capture the air field control tower, most of the time it gets destroyed and one one gets the points

No to secondaries (that is to say, how 40k uses the term which is some kind of user defined grab bag of tertiary objectives that leave you with a page's worth of scoring vectors. Also no to 40k scoring in general, waaaaaaaaaaay too cumbersome and distracting for proper narrative play)
Yes to secondaries (that is to say, additional mission-defined parameters to spice things up beyond what might be a barebones primary in killing points etc. Planting charges, recovering gene seeds, whatever. Something you can theoretically afford to ignore but might be a tiebreaker, a truly SECONDARY objective)
Also HH gag trivia isn't the worst idea, could be amusing. The lore, both gonzo and grimdark, is one of the best draws to 30k's backdrop.

I went to the 1997 Canadian GW 40K Grand Tournament and the pub quiz was factored into scoring.
