Hey, I recently made my first army list and was thinking of making some cheap cardboard tokens of the army to get some practice play with/try them out. I'd love to have the ability to customize my army with pictured tokens (even though they're 2d images) is there any software akin to hero-forge for warhammer? Where I can make digital 3d models to take pictures of or 3d print really easily? Or am I gonna have to learn a complicated 3d modeling software?

There isn't anything like Heroforge for 40k, though you could probably do a Cities of Sigmar army for AoS with heroforge itself.
There are hundreds of modelers, artists, and patreons out there for 40k proxies (and some 1-to-1 copies, if you want to be a little less scrupulous) so you could use those, but they are typically full files intended for 3d printing.
You can do some digital kitbashing if you get familiar with some simple software, but to create things from scratch you're going to need to get deep into CAD.
