Just a quick question about the rule of 3 - can't seem to find an answer online.
Since rule of 3 excludes troops, am I able to take an AOO detachment, with 3 units of Scions as elites, then bring an allied Militarum Tempestus detachment with more Scions, since they are troops?

Scions are elites in your main detachment, so no, you cannot do that as it violates the rule of three

The rule of three is unfortunately per army not per detachment. So 3 at most. Other then troops or dedicated transports.

Yeah, so I guess my question is how does that rule apply when the datasheet is being taken as both Troops and non-troops
In this case, this army would have 3 troop Scions and 3 elite Scions, and does that break the rule of 3?

Im not totally sure and i assume others more knowledgeable then me will weigh in. but i assume the elite ones would not be able to be taken since there 3 or more of the data sheet in the army already, tho the troops would not care.

That seems like a question begging for an FAQ, my intuition is that GW wants you to be able to take 6 units, that's why they made them count as troops.
Looking at the wording for rule of 3 it basically says essentially ignore units with the Troops battlefield role. So I think you are good to go, you have 3 units of elites scions, and the troops are an exception to the rule of 3 so you don't even consider them.

Scions are NOT troops for your main detachment, so it does not get around the rule of three.
they're only troops in a tempestus detachment. which you can only take a patrol of in arks of omen, which allows a maximum of three troops which must be scions.
Therefore your main detachment cannot take more scions. because you're taking more than three units of something that is not troops.
If the FAQ for guard changes that and explicitly says you can do this as some form of work around then it will be allowed as per official ruling, however in the absence of such a statement from GW, this would be how I would rule it for clubs.
If you WANT to take six units of scions, it's already allowed using your compulsory slot as elites. They just don't get the troops role for boots on the ground. (see goonhammer's review of arks where they specifically mention taking a patrol of scions to get troop scions for boots)
