Actually, I just wanted to share someone else's idea...
The local tournies I've watched and participated in include categories for match success, sportsmanship, army composition, and painting, in whole or in part.
Why not also include a category for knowing the rules, which is also extremely important in making matches enjoyable (particularly in an environment where the matches are allotted specific amounts of time)?
I think an ancillary benefit could be the standardization of play, as I still note some players opting to play by the occasional 4th edition rule.

I think knowing the rules is for your own benefit. If you dont know your rule its almost imposible to win and if some people are still playing 4th edition rule its up to them but when they gonna play us they will have to use 5th....

One thing about that idea is it would discourage new comers. Im really new to the game and im still learning all the rules, i learn quickly but every game something comes up that i always ask someone about. If im playing in a tourny i dont expect to win by any means but that would just make it harder unless i memorize the rule book lol. Now im not saying its a bad idea thats the only problem i have with it and its minor so if they enforced it i wouldnt complain.

Just allow a tournament rule called the "Read your damn codex next time" bitchslap. That would ensure that people only came to tournaments once without knowing the rules.
