The battle cannon is probably the second best turret honestly, if we don't count the relic cannon, the difference is that the plasma cannon isn't "strictly better" than the vanquisher or the punisher, they're different weapons, the plasma cannon is better in terms of overall effectiveness into a blind matchup but there exists situations where a punisher is better than the plasma, whereas there is no world where the battle cannon is better than the plasma (other than very narrow hammer and anvil deployment cases where you need the reach)
Its fine to have options that are more situational than others (hell I like deathstrikes, they're my secret tech against tau), its just a bad GW design choice to have one weapon being just a better version than the other.
I'm not even sure if changing Gunners Kill On Sight does anything, say it gets changed to the same as take aim (+1 BS), the average turret still will just cause one mortal a turn.
