I guess the interaction is as intended, I'm going to guess that they looked at tournament results and Guard have not been racking up the wins so they assumed it must be a balanced interaction.
I am a little surprised they left everything alone, but maybe they are assuming that they can gather data for the next 5 months and then 10th comes out and they can do the overhaul.
It might be one of those obvious issues that have little affects on top tables and in meta tournaments but in any other instance of things it is going to stay real tough.

Wow... I'm surprised by that... but GW is GW and they're making balance changes now based on GT's which guard have not been burning up.
Maybe they already know it won't matter in 4-5 months when 10th drops.

Latest GT won by guard didn't even include kasrkin. Relied on mortars, Leman Russ, basilisk carriages, and sentinels.
Annoying that they changed the cadian squad to only allow one per special weapon, even though the box lets you build two of each. *EDIT* I got confused as I bought the Cadia Stands box, which comes with two squads, allowing me to build two of each special weapon.
But yah, might just be a case that at top levels of play there are ways around the kasrkin bomb, but locally its a bit broken RAW.

In the scale of, "Dumb shit I've seen" in my very limited time playing, Kasrkin bombing was faaar from the worst.
It required positioning, Command Points, army building, and putting a Infantry squad in harm's way.
... I mean, those all seem like things that should be rewarded.

The main problem with the Guard book seems to be that the internal balance is bad rather than the external balance being a problem. They can tone down some of the clear best choices and instead make some of the bad choices better.
S9 battle cannons would be a good start, as is plasmas are basically just strictly better.

Oh I thought the box only came with one of each special weapon. If it comes with two of each then being able to select each special weapon once doesn't are sense.
Many units will end up with plasma and melta I assume but does give them more of a mix match rather then two of same weapon so they can specialize.

All at the oppotunity cost of 100pts, 1 pregame cp, 2 ingame cp (with a 1/3 chance to of refunding 1 of the 2 in game cp). You dont care if the squad dies, it costed 100pts. Also lord solar is pretty much auto include in all guard lists now anyway so opportunity cost is 100pts and cp I have yet to see something more egregious.

Dognado/barkstar was absolutely the most gonzo 40k has ever gotten in its long and storied history lol
I don't think the next thing even comes close to that level of jankiness- it may not have had the heights of some of the more boring broken stuff from the old days but holy smokes you couldn't even pretend you were abstracting a battle in the 40k universe anymore ahaha

Saying a Battle Cannon is a "bad choice" is hilarious to me. In any other army, that'd be a really nice main weapon. It really highlights how insanely broken good the other turret options are. Maybe removing re-rolls so plasma is actually dangerous, and/or removing some shots volume from the "clear winner" category would help balance into other variants.
