As stupid as it sounds, I would suggest simply picking a Power Level based cutoff point for the named Character warlord. Most of the big boys are like 14+ power level, so cutting off at like Power Level 10 or 12 or whatever number just evenly across the board removes all the big nasty stuff we want gone without the slot-based keyword-based what-about-X shenanigans.
Someone will _always_ end up the "strongest" remaining character, regardless of whatever the ban cutoff/method is. The point is this isn't "bring out your beefiest badass warlord you've got", it's meant to encourage bring out the specials who get overlooked during regular tournaments and matched play. A straight easy-to-follow ban like a Power Level or Points Value based cutoff will stop it, and stop it fairly for everyone.
I would recommend choosing something around Power Level 10 or Power Level 12 for this cutoff point. But I haven't been able to attend any tournaments for a number of years now due to my real-life schedule and so it doesn't really matter to me at all. Asking for endless exceptions or "what if" questions or "can so and so be allowed?" makes this event harder to run. Rule #1 is have fun, but rule #2 is respect the TO and their rulings.

What if this year we did no special characters allowed, only generic? I feel like every game is running the most specialist bestest guy in the army as the warlord these days

Power level is inherently wonky though.
In the past we just did the blanket rule no LOW, no primarch, no supreme commanders which worked except for the edge cases that were supreme commanders (like Shadowsun) but were no where near the level of some other stuff.
We can simply go back to that (no supreme command other than Shadowsun / Cawl) to make things easier.

CSM don't gave that many named characters, BUT, if I had to run great crusade with one, I'd pick Cypher, lol he'd fit with the color scheme of my army as a fallen dark angel lol, plus he is 90pts.
He kinda fits in with Alpha Legion as he has some shenanigans that he can do with the CP regen denial on 4+, he can go into reserves after a shooting or fight phase, permanent trans-hitman (1-3 always miss).
