Hello!
If I get the Arbites kill team, can I also field them in 40k, alongside Sisters of Battle? Are they Agents of the Imperium? ... are they related to Inquisitors at all?
(Note that I'm not asking if it's good or practical to do this. That question doesn't seem to affect my army purchases like it should.)

appears so according to Warcom:
"But now they’re back in business, and they’re itching to remind you of that fact. Kill Team: Soulshackle is the first place you can get your hands on their awesome multi-part kit, which can be assembled as an Exaction Squad of specialists for games of Kill Team, or as shotgun-toting Vigilants or shield-bearing Subductors for Warhammer 40,000. Pre-order your copy tomorrow and dispense some proper Imperial justice."

Liking what you buy for your army is more important than "good" or "practical". "Like" means you will give it more table time which how you actually feel you got your money's worth for a purchase. Dust catchers just sit there and annoy you.
