So, I've been watching some games of people play and their seems to be some channels that choose their first two tactical missions and others that let it be completely random. It's step 7 on the Leviathan handout that says you pick your first two secondaries that do not have the fixed symbol. It says to shuffle your tactical deck after but doesn't say to put in the cards you chose into the deck before reshuffling. I'm not sure if I'm missing something.
Every game I've played so far people have randomized turn 1.

During Step 7, if you chose Tactical Secondaries, all you are instructed to do is reveal two Tactical Secondary Missions. At no point do these Secondary Missions become active for your army (the terminology that allows you to score points from them). Therefore, they should be reshuffled along with the rest of the Secondary Missions deck.

This is why I default to assuming I don't know what I'm talking about That is an absolutely fair way to interpret the rules. I'm not used to GW language yet and default to assume YouTube channels know what they're talking about lol.

For tactical you randomize even turn one. We know this to be true as there's some secondaries that say if you draw these turn one to reshuffle and draw a different one
