so a couple questions about grey knight techmarines
servo arms get 2 str 8 attacks at int 1, now does hammer hands effect this?
when repairing it say you roll a d6 and get +1 to the roll and need a 5 is that before or after the +1, like is it a 4 up or 5 up?

ok cool now is it str 9 or 10. i would say 9 cause of the grey knights book says its a str 8 attack so +1 but someone else told me that the servo harnis is like a power fist and doubles their str, that would make it str 10 cause 4 +1 doubled

no because it is just a S8 attack, i think 4th ed it was powerfists

Always double first then add anything else. not with grey knights hammer hands and might of titan, you add the +1 strength and then you double it says right in the rules

well technically i think the reason they get by it is because it boosts the base stat and then they are using the weapon with that upgraded stat or at least thats how i was thinking of it

Yes, it normally does break the rules in the Grey Knights case, but not in the Techmarine's case. STR 8 attacks static, which means you may not modify it. It will always be stuck at STR 8 Init 1.
