It's not really the Astartes, as no Chapter lives on Terra, and in fact, there is a healthy fear of Astartes among Terra's population because of the Horus Heresy.
So, if anyone was to blame for feeding all those Psykers to the Emprah, it would be one of three choices: The Adeptus Custodes, who really just guard the palace, and unleash devastating amounts of asskicking beyond the scope of even the Space Marines abilities on anyone who shouldn't be there, the Adeptus Astra Telepathica who train and ultimately decide who goes where as far as sanctioned Psykers are concerned, or the Adepta Sororitas (DUN DUN DUNNNNNN EVIIIIIIIIIL) as Terra is home to one of their two main Fortress Convents, and who all have a daddy complex as far as the Emperor is concerned anyway.
End result: Sisters are evil, and[/i] creepy.

I thought the Fists were based on Terra? That was there original Legion homeworld anyway During the Heresy, the Emprah called Dorn back to fortify the Palace, and ultimately transform it into what it is now. Before that, it was just a huge, open palace, with no defences at all. Since then, they never really left. The Lexicanum explains better, anyway: "The homeworld of the Imperial Fists is officially given as Holy Terra. However, in functional terms, the Chapter has been fleet-based since being united with their Primarch Rogal Dorn, after which the massive starship Phalanx has served as their mobile Fortress-Monastery. Nonetheless, the Chapter still maintains a presence on Holy Terra, including the Pillar of Bone and Column of Glory." Those two places are actually just ruins. By "presence" they actually mean "show up every so often to recruit some people before leaving." What I didn't know, is that the Imperial Fists also recruit from Necromunda. I just think that's neat.
