Purifiers with counter attack, just saying 3 attacks wether being assaulted or assaulting plus their cleansing flame would be pretty crazy

It's nice, but they don't really need it. I'd say counter attack would be a better use on Interceptors or Strike squads, as people will charge them expecting them to have 1 attack each rather then the 2 with counter attack.

once people (like me!) get smoked in combat by purifiers a few times, they'll be high priority targets for shooting, so I'd use it on the other squads to beef up their attacks... purifiers are already pretty awesome in combat, so they'll reach a point of overkill that won't be helpful (as they'll be open to shooting if they totally wipe the squad)
I have that problem normally with genestealers if I make the unit too big...

ahhh ya i dont use purifiers anyway but i was looking at the other things grand strategy gives you other then the taking objectives(since there might be one objective mission in the tourny) and trying to decide between counter attack and the reroll ones to wound but it came to me that purifiers have an extra attack anyway so it would be pretty crazy but if i was facing a group of purifiers and they had counter attack i would just keep my interceptors about 12 inches or more away from them and keep fireing at them lol

For grand strategy do you get to change it between games or is it like lores of magic for WHFB - you pick once for your army list for the tournament?
If you can change it up every game that would be make for a very flexible power.

well it says at the start of the game before forces are deployed you roll the d3 and give them the rules and its for the duration of the game, so i assumed that ment when the games over and you start a new game you pick others

You make your decision at the start of each game, so it changes every time. And rerolling 1s to wound is great, because it can seriously help your psycannon output.

yeah i was thinking on giving the interceptors the reroll ones for their shooting and close combat

Another idea that is really cheap. interceptors with scout moves and warp quake. that 2 or 3 ten man teams with a grand master. give a couple of them scout and the move them 12 inches to scout and then also ur move and warp quake. this is soo cheap i would never do it.
