Just want to know is it like in 40k now we can use Special character with 8 edition or still not welcome in fantasy.

They were part of the army lists in 7th, and were "welcome". I put it in brackets because while they were not officially banned, a lot of people frowned upon them. I never really fell into that category myself, and generally used one with my High Elves, though I eventually stopped.
I believe 8th will play out much the same. They are part of the lists, and are legal at any tournament where it is not explicitly stated that they are not allowed. Just be prepared to get a jeer from an opponent now and again.

Not quite, though I can see the new edition going that way, as characters are seemingly more easily killed due to step up.

yeah, you could always take special characters in 7th... just some got a real bad name in the "cheesy over the top" department... (Archeon, Grimgor, Thorek, Manfred, Teclis etc.) who were just so better than anything else you could make with the same points (although the FAQ certainly toned Thorek down a bunch).... certainly not all special characters are like this, and some are not over the top at all (ie: Lord Skrolk for the skaven is pretty sub-par and for his points is pretty much unplayable except for "fluff" reasons - and even then I probably wouldn't bother) 8th is going to change this alot, as some of the "broken combos" that existed were based on rules that really don't have as much weight with the new edition. Sure Manfred's a top notch caster... but also fairly likely to blow himself up, or end his magic phase if he tries to one dice stuff... so I think that special characters are going to be a lot less frowned upon in the new edition, or as likely to give you a comp hit. However, every time Matt fields one I will continue to call him a cheesy monkey... but that's more because it's just fun to call him that, rather than it actually being cheesy to do so

Yeah, some guys will get worse in 8th, but some will become obscene.
Teclis is going to be beyond absurd in this edition....the number of spells that can just eliminate units (hell, purple sun ends the game against Dwarfs or Lizards), combined with the stupid amount of dice he can get, his bonus IF rule, and the ability to ignore his first miscast will just be absurd. Plus the way he's worded, he can still pick his Lore before each battle and not on the army list. Bring Ring of Hotek? Ok, I'll just Vaul's Unmaking it, as the "miscast" it causes doesn't stop the spell from going through anymore, and I ignore it anyway....
I might have to try him out once or twice for fun, though even I am not cheesy enough to make a habit of taking him. Well...at least not currently. We'll see what other people start bringing to the table.

Cupped hands allows you to pass a miscast onto your opponent does it not? Is that only opposing spellcasters or do Dwarfs have to be concerned in some way too?
