It seems a lot of people have been debating what fluffy is for Space marines for quite awhile now- so figured I'd add in some examples of what a fluffy list would be for a number of chapters, and give the reasoning behind each!
Now the biggest thing you have to think about when designing a fluffy space marines list is what Chapter first, and second what company you are going to be basing your list around- as certain Chapters use varied organization, and even say the first company and eighth company would organize differently based on the codex astartes. Given the 1500 point tourney weekend idea is coming up, I'll keep it around that point value (at least that seems to be the value going for atm).
You're asking yourself if it's possible to be fluffy and competitive with a space marine list. Let me tell you that it is, as long as you pay attention to the company organization and allowances of what they have available to them- this requires a little research ahead of time!
Ultra Marines 3rd company
HQ
Captain (Relic Blade, Artificier armor, Combi-melta, MB)
Command Squad (Champ w/ SS, TH/SS, PW, LC/SS, Melta) in a rhino
Elite
Dreadnought (TL-Las)
Troops
5 Scouts (5 Snipers, Cloaks)
5 Tactical marines (Combi-plasma) in a razorback (TL-Las)

So here we have a relatively balanced force that follows the standard Force Org of the Codex Astartes. In game terms, you have your reinforced ruin as your primary point of concentrated long ranged support fire- you have some counter assault elements as well as some elements to contest later in the game and even clear off some objectives after needed. Some ability to play some reserve contest shennanigans with the speeder, and overall just the tactical flexibility the Space marines codex boasts.

It keeps to the fluff of the Grey Knights- a Grand Master is leading some of his brethren to cleanse some daemons, and is accompanied by his Brotherhood Champion and Paladins. In game it's small but packs a punch and is hard to get off the table, and can take advantage of some deep striking shennanigans if required as everything can deep strike save the Dread and LRC.
I'll leave it at that with the examples, but it's easy enough to figure out how you can make a fluffy list and apply it to the tabletop in a competitive manner. Remember, there's ALWAYS more then one of each thing available to any company or chapter at one time- symmetry is more then fluffy if you feel the need. Obviously taking 17 Razorbacks or 6 Land Raiders wouldn't be fluffy, but read your books and figure it out.
