I would agree with Scott that the bell is generally preferred in smaller battles in WFB (i.e. less than 2500) since skaven magic is so good and there is a need for a 4th level. Queek is a great character however and I have seen some very good lists with him so he is fun to try out once in a while. As for a BSB, best thing would be to give him the best AS you can along with dawnstone for a re-roll save. Easiest way to get him would be to replace the plague priest with the BSB.

Your first list is better... and you still have 131 points by my calculations unless I forgot something...
If you're going to run rat ogres, combine the two units and add two rat ogres (no point adding a master moulder unless you're trying to get a great weapon in there, nevermind two of them!) This would give you a unit of six ogres which can all attack (3x2) and add in a master moulder with GW (you save the points by not needing two master moulders, add a couple packmasters instead keep them in the back to whip through them)
you still have points so get the stormbanner for your stormvermin... this is at the very least one turn of shooting protection for your entire army.... your gutter runners won't be on until turn two at the earliest... and you have a 50/50 chance of affecting your cannon for a turn... small price to pay when you face your first dwarf gunline aiming to smash your bell to pieces!
with the points you have left, add plague monks to that unit... 20 is quite low for them... I wouldn't go less than 30 and run them at least 6 wide... no furnace in the unit means that you have to get as many attacks through as possible or you're running away... consider a magic banner for them as well to get some extra damage in....
otherwise good list....

ok. I don't have 2 ogres or some more plague monks. What banner do you suggest I give the plague monks?

I agree that they have really good magic like plague dreaded 13... Also most armies don't have gun lines so storm banner isn't a perfect choice I'd say. I'll try the banner though.

Well the stormbanner is to protect your investment in the bell so that your close combat army (as you're very light on shooting) can close the gap... not all armies are gunline at all, but a quick look at what has sufficient shooting to kill your bell - remember, you really have only one target for any high strength shooting, or multiple low strength shooting such as: wood elves empire ogres dark elves dwarves lizardmen orcs and goblins some high elf builds and other skaven So yeah, as long as you don't face any of those, the minimal stormbanner cost isn't needed to protect your 600 point investment in the seer/bell which also has all your magic defense and offense with the attached seer.... given that he'll be randomized into that shooting as well....
