I dont want to spend the money on a new army but i do have some tomb kings i was going to start but if i put them on round bases could i say they are space tomb kings (necrons)

thats true, i just lost alot with my tau since i wasnt a very good player, and then when i heard they were coming out with a new dex i thought i would wait till it came out before i played again. Might bring them out after i try my newer blood angels list

Practicing and tweaking your list is the best way to try to increase your win rate. Swapping around to different codices tends to muddle things up a little bit once in awhile I've noticed as far as how tactics go. Yes, there is a relative imbalance in favor of newer codices generally, but I've seen some really strong Tau battle reports online- to the point where they're beating Grey Knights and Black Templars all over the place. Blood angels and demons are still a rough match up for them, but everyone has them. So yeah, I'd say to pick one codex and stick with it until you feel comfortable with it. The losses will start turning into wins the longer you play with one.

With all of these games and new armies I've collected I play something to death, losing repeatedly as I learn the nuances and tactics of the game.... in warmachine for example i didn't win a game for a year when I started playing... and I was playing several games per week... not one game!
The idea is not to give up... it's so much easier to just jump to a new shiny codex before you've mastered the one you have because these games can get very frustrating... what makes it even harder is we have some extremely good 40k players here, so sometimes it feels like you just lose no matter what... my win record against the better players here is STILL very low... but by sticking with it and not giving up I can still squeak out some wins and I learn more and more as I go...
Same goes for painting... man my painting sucked when I first started this... but I didn't give up and kept doing it... painting hundreds of models badly before I started painting well...
progress with this game can be extremely slow... but don't give up... keep playing the hard players... keep playing your armies even if they're not the big kid on the block... and it will one day "click" and things will fall into place....

thats true and i do feel more comfortable with the 40k rules in a whole i have been working on a tau list, re thinking my tactics so i might start playing them again.
as for painting i have been thinking about that also i do have a tonne of lizardmen that i could paint, to practice.
