I actually think as overpowered as it looks, it's fairly balanced.
The point cost is actually a touch high imo, It should roll in at around 160-170 with the 2 Claws. Then it would be 200-210 if you upgraded to the cannons.
It gets a lot of shots because it's BS3, in reality it's generating about as many wounds/damage rolls as a pair of psyrifle dreads (and it costs about the same! Go figure!)
It's weakness is definitely melta or things with tank hunter, because the +1 on the damage table makes it much more likely to be totally gone and not get a revive roll.
I feel like it's a combination of both the Soulgrinder and Defiler, with the ability to fill either role. I think a balanced approach for it would be to swap one claw out for the cannon so you can shoot transports on the way in and then assault the contents (which basic infantry are much less likely to hurt it)
I think it actually suffers from a really underpowered statline. It's got a lot of attacks/shots, but at poor WS/BS I think it's bark is really worse than it's bite.

The HUGE thing which I missed at first is the Flamers on the Claws.
By the way the ruling is worded, for EVERY pen it inflicted D6 Heavy Flamer hits on the guys inside, which considering its a heavy flamer with Str 6, means anything with 4+ armor is going to get vaporized, and minimum strength units of things like Marines in Razor Backs are going to get pretty much destroyed as well.
This thing just got FAR more deadly. I mean imagine if you could immobilize the target with shooting, and then just annihilate the vehicle and squad inside all in one go? That would be devastating.
On another note, this has given me an idea on how to fix MSU Transport Spam, but I'll save that for our 6th ed wishlisting thread (when it eventually comes up. cus ya know it will =P)

Man, that thing would make an awesome Warjack. That engine and stack assembly definitely looks steampunk to me.
