is the a paint limit?
If there is a probably won't make it unless if it's fifty percent or something.

I'd always encourage everyone to paint their armies of course... (it's 1k after all)... but there is no limit of you can't play unless you reach a certain painting percentage... can be all black primer if you really choose to, however please attempt to paint as much of your army as you are able...

also, why are we only allowed to put the USR on half a squad if it combat squads? that doesnt make alot of sense to me, I mean unless we can change the USR after each games starts (like after deployment) but having to choose it as we make our list its like saying we can only give it to half a squad >.>

Because it's trying to be balanced, unlike the rest of Space Marine special rules in the world of 40k.

well then how would it work with IG who pick a infrantry squad to have it then combine it with 4 others? does the whole 50 man unit get the rule?

well I was just asking, it didnt make much sense to me where you pick one unit and with SM rule the one unit splits afterwards (and every other time a SM unit gets a USR its this way)
wasnt trying to "game the system", just wondering why its against all other times this sorta thing happens....
and I like how trevor deleted all his comments >.>
