As I understand it, the Valkyrie/Vendetta are skimmers on flyer bases. As there is no current model for the Stormraven, the V's are being used as stand-ins for them.
How is line of sight actually measured for them?

it says in BA codex that everything for stormraven is done by his base.

I thought it only said that about the base when it was regarding claiming/contesting objectives and embarking/disembarking. Regarding shooting, I couldn't find anything that said to alter the LOS rules involving the actual model.

Storm Ravens carry Dreadnoughts etc...They are F*&$^N huge. I expect that is why nothing has been changed regarding the line of sight rules. Like any other vehicle the cover has to obscure a large portion of the vehicle to do it any good.
Using a smaller model, one smaller than a Dread, seems a rediculous idea to me and an action I'm sure noone around here would actually stoop to. The idea does present a funny picture though, I'll give you that.
