my hormagaunts are very shaky due to their claws. someone suggested inserting a coin in the bottom, but how can I cut out the slots? knives don't seem to work.

Well, you can do 3 different things in my head:
1) use a very sharp knife and carefully shave the plastic until a penny fits smoothly under the slot, you'll need to cut a very oblique angle (with the knife nearly parallel to the base), be very careful if you attempt this, use a clamp or chefs gloves ot keep you hand from being cut.
2) Use a nickel, and center it on the the base, no need to cut, but you models might be a little wobbly still.
3) Use a quarter, since they are the same size as the base, obviously this is most expensive option.
Perhaps a 4th option would be to glue the coin on top of the base as opposed to under it, but the model's feet may get in the way, and you'd need use flock or textured paint to hide the coin.

To deal with the falling over hormies problem, I either glue bits of metal under the base in the space available or glue pennies on the bottom of the bases (without cutting out the slot so the hormies stand a tiny bit higher.
Yes the nickel would actually be better being slightly bigger and weighing a little more but than depending on how many hormies you have that are badly balanced you may need quite a few nickels. It depends on how you feel about how they look.
I would not do anything that causes/risks causing the hormagaunt hoof to come off the straight piece that goes in the slot because it is a pain to fix hormies and reattach them or find another way to make them stand. Especially with how many hormies you may have. I have 60+
