I think you'd need to use those razorbacks as rhinos, foot tactical squads aren't going to get close enough fast enough to take advantage of the banner. Remember, you need to stand still to get 4 shots.
I'd also take 2 typhoons and 2 shrouds over 4 typhoons.
Bastion is also kinda overkill, if you were planning on putting a bunch of marines in the building, you going to be far too static to claim objectives.
The core of the list looks solid through, but I'm sure you can fit some more stuff in if you cut down on the static gunline stuff.

Yeah, like Ray said the only way to really make the Banner of Devastation work right is for a static list, and for bolters that means either bikes, drop pods or just a static line with no transports for the CS and whatever are gonna anchor with them.

Banner is also just a 6" radius.
I don't get why people are still thinking if they put it in they're going to be rolling a billion dice.
Just play noise marines if you want 2/4 salvo, they're better than devastation da because they won't auto lose to a single vindicator who pieplates your whole army since they're within 6" of the banner.

The PFG gives a ward save so no auto lose to vindicators plus what would be the first potential target of all my long range tank busting, anything that drops high strength low AP pie plates.
The tacts can combat squad and jump into the razors when/if needed. I like the shrouds as well but cover can be overcome usually by what those extra 4 str 8 ap3 speeder shots.
The tacs likely will only move late in the game.

Bastions can be very useful to a static shooting list... the bubble can include several units that are going to be covering a good field of fire around it (you don't have to place the bastion at the board edge after all!
there are less limits than before about placing objectives... you can easily cover a couple objectives by placing both within short range of the bastion... if you can hold those two you can work the rest of your army on claiming or contesting another, which will win you the game...
in relic you can hose down anything that goes for the relic in bolter fire...
KP the bastion keeps you quite safe...
but it does require a static list...
now the banner with bikes is brutal because it's rather easy for units to be in the bubble, but spread out enough as well....
.....and that crusader makes that bubble pretty huge....

I will do the bike list for shiz n gigs at some point but I won't play a list I would never wish to face. I really find that bike list extremely hard to counter. I am thinking this might become my standard DA list.
