Eh, I know I haven't played on a regular basis in a good while, but I remember a time when DE couldn't hope to win against HE (well, we were weak against pretty much everything at that point). I think that with two armies that have special rules specifically thrown in for fluff like that (especially with the changes to the game since 6th) you are never going to be able to get that equality, especially, when they still have to have a balanced set of rules against everyone else. I'm going to compare it briefly to Dark Angels and Chaos Marines. Chaos has to pay 1pt/model for hatred space marines (and to bring their Ld up to old CSM levels). Some DA units get Preferred Enemy:CSM for free, just for flavour, not exactly an equal exchange. Basically, my point is that I don't ever expect these fluff matchups to ever be on equal footing until GW decides to implement them in a trivial manner (basically minor rules that aren't game deciding). Personally? I prefer the game changing fluff rules implementation. Always have, even when it's my army that's on the downside. (I mean look at me, I suffered through 6th edition DE only to have stopped playing when 7th made them good )

Another issue I have with them is the HUGE difference in specific vs special rules. DE get Hatred which is HUGE when you lose the rerolls from ASF, whereas the HE get reroll panic checks which is basically useless with the inclusion of BSB rerolls, Inspiring Presence and the fact that their lowest LD score is 8 for the army.

Also fluff wise you have a paranoid and tyranical mother son duo shapiong an entire nation into a fighting machine. Then you have high elves who still play political games and try to allow a free state system of governance. Not shocking the average dark elf trooper is superior.
I think it could be balanced a bit better with a few minor tweeks. Dark elf magic should have greater risk and their monsters a chance of going wild or refusing orders etc. Witch elves/ corsairs some sort of psych rule/roll if they win a combat most avoid collecting slaves or making sacrifices etc.
My two cents. That said high elves are a great army it just seems dark elves really challenge them!

There are more small things that irk me, such as the Sea Dragon cloak given 5+ scaly whereas the HE lion cloak only applies to shooting, most of the DE core get access to magic banner whereas only HE spearmen get the option, ... list goes on. I'm not SUPER concerned with the book just yet in terms of general power level as only time can tell that, but all these small things that the DE just one-up the HE for no apparent reason bug me.

yeah but no more pendant, no more monster/handler rules for hydra, changes to sacrificial dagger... there are alot of things that have toned down the DE book significantly from it's predecessor...

There is one item that is rather silly for 25 pts. Cloak of something-rather gives 3++ against shooting and spells, give the bearer multiple wounds (d3) AND killing blow. All for 25 points. Not sure about other items but the initial consensus I think is that is the best one. Its no pendant, but still super good.

Hmmm.... Sisters of Slaughter are apparently cool 564331629 4++ in close combat choose an enemy unit in contact, they can't parry +1 to hit and wound if at least one model in base has higher WS or Str.
Too bad they are a $70 dual kit with the witch elves

I'm hoping that people just steer clear of that stupidly expensive kit and get other models to fill for witch elves/sisters to send GW a message that their prices are getting insane
