Looks like he's banking all that on that he's easy to gun down but If you play him like Tommy did the only time I really had a chance to kill him was the first turn of shooting. Once that failed he played him perfectly keeping him in combat and hit and running during my turns.
He's a crazy models for the points if played right but yes if you fail a charge and are standing in the open in front of three tac squads he will die

that's part of the problem with online codex reviews... alot of time they're written by so called 40k "experts" (or those who call themselves experts) who just look at straight statline, or one potential weakness (in this case T3) without actually playing even one game with the unit they're reviewing.

To be fair, he did use words like "probably" and "maybe" when he wrote it, as to not totally discourage people who read it. It's really not any different from the things we say when we see something on paper for the first time.
