Given there is a space wolf / daemon release next week:
if you want to utilize the new rules they are legal for the tournament (although you're not exactly getting a lot of lead time to practice with them) but given that no one is going to have much knowledge of these rules (and there'll be lots of questions - me included!) If you're using the new rules you must have an actual copy of it available for yourself and your opponent.

yes, but I'm just clarifying that it can only be used if it's actually released and there and available. (because it's literally just coming out right before the tourney)

question that is somewhat related to the above, but at the same time not (because my list is already set) but what about formations that were webstore exclusives and super limited. like that deep strike assault/dev formation that the marines got. To bring any of those super exclusive formations does a person have to hunt down a physical copy of the sheet that comes in the box?

The only time you DON'T lose early bird, to my knowledge; is if you get a brand new codex. Just because you failed to get the webstore bundle until yesterday doesn't mean it wasn't out and available prior to you having your list submitted. I had to alter my list after it was made aware to me by Shannon that it was no longer legal as necrosius was VERY drastically changed with the new renegades book.
So I scrambled, re-jigged my list and had it back in with plenty of time to spare.

if you get a new codex / rules for your army - which the space wolves campaign/supplement/whatever the hell it is called is (like the tau before it) it's not a penalty to update your list. if the rules are already out there and valid and you go "oh wait, I want to play sisters of battle now instead of my eldar army" that's a bit different now isn't it? So if you're sticking with the same army but you happen to get your new book in the next couple weeks, then you can alter your list without penalty. We've always done that. that doesn't mean if you didn't prepay and submit a list you suddenly can get retroactive early bird cuz you wanna play space wolves! Those stupid exclusive webstore bundle things are one of my pet peeves with GW... (one of quite a few, lol) I do NOT require someone to actually have bought the web-bundles from GW direct rather than support our FLGS just to get a formation sheet. So no, you don't have to have actually had to by the web-bundle to use the formation rules that come with it. Those tactics are just another way GW screws over independents, as they make WAY more profit when you buy direct from them rather than through their independent stockers. In Matt's case above, he found out that his character in his list was changed on him! (luckily he discovered this long before the early bird deadline). However if the space wolves book makes Logan Grimnar updated, you don't lose early bird because GW changed a character in your book! (in fact, this close to the tourney, you can still use the old book if you want to, you know in case you don't have $90 the day of the tourney - when this comes out - to spend on a book!!!!)

Yea, webstore exclusives are complete BS. I don't mind them being the exception to that rule. Other things to keep in mind, if you don't have the rules (I personally hate PDFs, other than the webstore exclusives), is that lots of us have extensive collections, so someone likely has a copy of whatever you may need somewhere, should you not have/unable to afford/etc the book you need.
I'll be bringing IA13 (I'm sure Matt is too) because anyone playing CSM will be using it, but not everyone can afford a $130+ book. The book will be there so any dispute (Yes, Sicarans are as awesome as your opponent is telling you) that may arise.

If you're planning on attending and still haven't signed up, please do so (even if you're not prepaying) so that we can plan ahead to ensure there is enough missions and tables available. The setup on this one is pretty extensive and it's hard to prepare for last minute walk-ins. Unfortunately i am not able to register on the nexus site, as i do not have a usid or pword, and hotmail has decided that once again, Cali is sketchy and locked me out of my account until i get back. Really sorry for the inconvenience, but i get home at like 2AM Feb 15th and i will register then.
