Actually no. A unit with the rule can use it but other than the "scout" special rule (which says in the rule the unit gives it to the dedicated transport) they can't grant the ability to there transport.
As for LR's and SR's you have to read the last bit of the Decent of Angels rule "other units in the BA book that can arrive by DS do so using the normal rules" Since the LR & SR have DS in their entries and it is the LR & SR that is arriving by DS then they don't get to use the rule even though the unit inside has the rule.
Only when the unit with DoA uses it's JP to DS does it get to re-roll and scatter 1 d6 less.
At least that is my interpretation of it as written. I could be wrong, and the sure to be pending FAQ may prove otherwise.

Yeah thats the problem there is two interpretation. Other unit that arrive by DS could mean you DS an empty Gunship or just a Dreadnought in a drop pod... because the rules is not saying that its the jump pack doing that it says its the unit...I will have to ask GW again lol...

When you DS by DropPod/LR/SR it is the transport doing the DSing, not the unit inside. So since it is the transport DSing it has the follow the normal rules because the transports don't have the DoA special rule. Again until an FAQ comes out I'm sure it will be debated and argued to no end. Around here it all comes down to what Matt says so maybe he'll let us know what he thinks

Only problem with emailing GW is depending on who answer you email you could end up getting different answers to the same question. I know if happened in the past when myself and 2 other people all sent in seperate emails for the same question and actually got 3 different answers. That's why most people don't accept any GW answers that aren't in an official FAQ
It really makes things frustrating when rule issues come up. I know for some armies it can take them months to get an FAQ out, and even then it doesn't always cover all the issues (WFB Daemons anyone? :S)

Unfortunately the people answering the phones are the same ones answering the emails.

As I mentioned answers from GW (email or phone) are usually not looked on as official by most people unless they come in an FAQ.
Don't get me wrong, I'd be interested to see what they say. They can sometimes get it right, but more often than not they just follow the FAQs that are out and make rulings based on similar rules in them until an official FAQ is released...which is what most people do as well.
Around here when there is no FAQ it's the decision of the guy who runs the tournaments (which would be the afore mentioned Matt) since as coordinator it's his job to make rulings of that nature.
In a friendly game, you just need to talk it over with your opponent to see if you can reach an agreement on how the rule issue should work.

For now Ill play like what I think and its not an avantage for me that they dont have the rules and if the FAQ told me that they have the rules that would be just better.
Matt Im assuming you think that if they use jump pack but are in gunship they dont have the rules?

Land Raiders and Storm Ravens DO NOT have Descent of Angels, at least until an FAQ says otherwise. Such rules apply only directly to the unit entry it is listed for, and would not pass on to a transport they are riding in.
