The line "chapter specific special characters who will unlock new avenues of list building and themed armies" Makes me think slot swapping to troops will be back

Makes me think Vanilla marines will once again be the big powerful marine codex for who knows how long once again like every new edition. Why wouldn't they release all marine books at the same time, or just have them all in the same book with different chapter rules? Kind of pisses me off tbh.

Maybe to keep things at a reasonable cost to both consumers and the company?

Yep. And you know they had all the rules ready.
They just didn't have the models ready and wanted to release them a couple at a time. Then the codex.
They have learned to not release rules for a model and not the model.
I don't understand why they didn't have the indecies as free downloads. Well I understand because they realized they could get people to pay for them.
But if they want to get people into the game free indecies would have been a good way.
But what ever.

well the index books will at least let those who are not "fortunate" enough to get a book in the next 3-6 months to actually play the game on a more or less equal footing.
They did learn the model lesson and they're not about to repeat that mistake. However I certainly hope they also learned the lessons from AOS and how they structure their battletomes, which add a ton of flavour to the army and thematic builds, new models etc. but not really anything that screams "buy me now I'm WAY better than everything else in the game!"
if the new codex(es? ii?) are still balanced, then I applaud what they did. If it's just power creep all over again then I'm not going to be happy.

So Im slightly concerned about the whole " 26 new stratagems" including some unit specific ones.
This just screams welcome to the rules bloat! I have 26 special rules that can be tiggered at any time by spending points and honestly I dont wanna have to spend the first 5 mins going thru all possible stratagems the amries have to make sure no one is blind sided on turn 4 by something crazy. I mean yes i think stratagems are cook but this might be too much of a good thing.
I figured you'd have basic 3 then each book give 3-5 more. then 6-10 relics and some rules up dates.

Maybe that's the upside of having the Marines codex first. It's going to be the most jam packed codex of the bunch so we'll have the most time to get used to it

As far as I understand, only some of the Strategems are available for all marines(six I think)... the rest are chapter specific. And with limited numbers of command points (and hopefully they won't all be 1 CP to use!) we should probably be okay adjusting to it.
I'd rather they add strategems then the multitude of other "special rules just because" because they're at least tactical in use and for the most part quite limited.

if the new codex(es? ii?) Codices - GW just can't grammar. They can’t even pass off “codexes” as some of their grammatically terrible pseudo-latin. I don’t belong to Mensa or anything but if they spelled it “codices” I wouldn’t be scratching my head wondering what the crap they were talking about.

I never get their plural for codex right... as they always say codexes, but it just seems wrong whenever I see it... (even got underlined in red by spellcheck as I wrote it... NOT A WORD GW!!!!)

And a Stratagem giving them pre-game "deep-strike"
why are drop pods 100pts again?

Another snippet below...
"The Raven Guard aren’t just a shooting army – on the other side of the coin, they’re still a potent combat army. Kayvaan Shrike, now promoted to Chapter Master of the Raven Guard, allows fellow Raven Guard jump pack units to reroll their charge ranges, helping your Assault Squads, Vanguard Veterans and Inceptors close the distance on key enemy units.
Reivers, on the other hand, are a versatile and powerful unit in a Raven Guard army and function well with other assault units; they’re almost as mobile as jump troops with their grapnel launchers and grav-chutes, with some handy abilities like Terror Troops and shock grenades. If you want to make your own Raven Guard characters, their unique Warlord Trait, Silent Stalker, prevents enemies from firing Overwatch, while the Raven’s Fury Chapter relic allows a jump pack character to move at blistering speeds and reroll charge ranges – combined, you’ll have a potent and deadly character assassin.
One of the most exciting new features of the Raven Guard is their unique Stratagem, Strike From the Shadows. You’ll want to pack as many command points as you can into your list to take full advantage of this, allowing you to hold units back at the start of the game and deploy them anywhere more than 9″ away from the enemy just before the game begins."

Reroll T1 9" charges for 1/2 your army? Sounds decent to me.
