^ this above is mostly true. The terran marines that made up the Legions as they first took flight from Terra at the start of the crusade were all Primarch genestock, and the later marines that were created from the native populations of the Primarchs' 'homeworlds' were given the same augmentations.
The Thunder Warriors were all culled at the end of the Unifacation Wars...
...except some of them.
There's an OG Thunder Warrior you meet at some point in the Horus Heresy books. You learn alllllllllll about what daddy Emp and his Custodes were up to. It's not even that far into the series as it goes.

I just finished false gods my self.
Until I read the book I thought 30k and the emperor were the height of human technological advancement for the 40k extended universe. But I come to find even then human were more advanced in the past.
A question tho not wanting to spoil it for any one but how cannon is the way the emperor got his immense powers from the book. Like it all could have been a lie or are you suppose to wonder if it's true?

There's a whole book, one of the biggest in the series, based around that particular bit.

finished Fulgrim finally... found the first half of the book a little tedious to get through, but the payoff at the end was definitely worth it.
